Airport authorities in China intensify enforcement against non-compliant power bank usage

In a recent development, the Civil Aviation Administration of China (CAAC) has implemented stricter regulations for carrying power banks on domestic flights. As of June 28, 2025, all power banks carried on board must display a visible China Compulsory Certification (3C/CCC) mark, similar to the CE mark in Europe or the UL mark in the United States.

The sudden implementation of the rule, with as little as two days’ notice, has caught many travelers and retailers off guard. Thousands of power banks have already been confiscated, including those from local brands and those purchased prior to mid-2023, since the 3C certification for power banks was introduced only in August 2023.

The ban on uncertified power banks has also prompted recalls and stricter market oversight. Multiple power bank manufacturers have initiated recalls due to safety concerns, and the State Administration for Market Regulation has revoked or suspended the 3C certifications of several manufacturers with problematic battery cells.

Airlines and airports are enhancing communication and inspection measures to ensure compliance, including increased signage, staff presence at security checkpoints, and designated areas for passengers to voluntarily discard non-compliant devices. These measures aim to reduce the risk of in-flight incidents involving power banks, which have included fires and smoke incidents in recent months.

The new regulations have heightened scrutiny on the power bank market in China, forcing manufacturers to ensure full compliance with safety standards and compelling consumers to be more vigilant about the certification status of their devices before travel. According to Travel and Tour World (TTW), these changes could potentially reshape market dynamics for power banks, prompting manufacturers to innovate and adhere strictly to aviation-approved safety standards.

This shift in regulations comes amidst a rising number of aviation safety incidents involving lithium-ion technology. In China, up to 44% of power banks inspected were found to be substandard. The CAAC implemented this emergency ban due to concerns over the potential hazard posed by portable battery packs.

Individual airlines and operators have rules for traveling with batteries, specifying battery type, capacity, and packing requirements for flying. Authorities are advising passengers to understand the specific regulations of their carrier and destination to avoid having their devices confiscated.

In conclusion, the new regulations on power banks in China have caused a stir in the travel and consumer electronics industries. With stricter enforcement, increased awareness, and potential market reshaping, it is crucial for both manufacturers and consumers to prioritize safety and compliance when it comes to power banks.

  1. The stricter regulations on power banks in China may compel travellers to verify the certification status of their devices before embarking on a tour, to ensure compliance and avoid having their devices confiscated by airlines.
  2. The new aviation safety standards for power banks in China could potentially influence the lifestyle of frequent fliers, as they adjust to the new rules and prioritize devices with travel-approved safety certifications when travelling.
  3. The travel industry, in response to the new power bank regulations in China, may need to update their tour itineraries to include information about power bank safety standards and regulations at various destinations, to help travellers stay informed and remain compliant.
